how to get that circular radical effect on your graphic
1. Open your program and paste your photo, i'm using a photo of Amanda Bynes:
2. Go to Layer -> Duplicate Layer
3. Go to Filter -> Blur -> Radical Blur and set the amount to whatever you want, I kept mine at the default "10":
4. Now go to the circle marquee tool and make a circle on top of the blured pic on the part you don't want to be blured then click delete.
5. Congradulations! you should now have something that looks like this:
